THE AICHI BIODIVERSITY TARGETS FOR 2011–2020

The  Aichi Targets constitute the new "Strategic Plan  for Biological Diversity 2011-2020", adopted by the Parties to the Convention on Biological Diversity (CBD) in October 2010, in Aïchi, Japan.

This plan has 20 objectives based on 5 main strategic goals

The Aichi Biodiversity Targets

Strategic Goal A

Address the underlying causes of biodiversity loss by mainstreaming biodiversity across government and society.

Objective 1 . By 2020 at the latest, people are aware of the value of biodiversity and the actions they can take to conserve and use it sustainably.  

Objective 2 . By 2020 at the latest, biodiversity values ​​have been integrated into national and local development and poverty reduction strategies and planning processes, and incorporated into national accounts, as appropriate, and in reporting systems.

Objective 3 . By 2020 at the latest, incentives, including subsidies harmful to biodiversity, are eliminated, phased out or reformed to minimize or avoid adverse impacts, and positive incentives for the conservation and sustainable use of biological diversity are developed and implemented, in a manner compatible and in harmony with the provisions of the Convention and the international obligations in force, taking into account national socio-economic conditions.

Objective 4 . By 2020 at the latest, governments, businesses and stakeholders at all levels have taken action or implemented plans to ensure sustainable production and consumption, and have maintained the impacts of use of natural resources within safe ecological limits.

Strategic Goal B

Reduce direct pressures on biological diversity and encourage sustainable use.

Objective 5 . By 2020, the rate of loss of all natural habitats, including forests, is at least halved and where possible brought to near zero, and habitat degradation and fragmentation are significantly reduced.

Objective 6 . By 2020, all fish and invertebrate stocks and aquatic plants are managed and harvested in a manner that is sustainable, legal and applying ecosystem-based approaches, so that overfishing is avoided, plans and recovery measures are in place for all depleted species, fisheries have no marked negative impacts on threatened species and vulnerable ecosystems, and the impact of fishing on stocks, species and ecosystems remain within safe ecological limits.

Objective 7 . By 2020, areas devoted to agriculture, aquaculture and forestry are managed in a sustainable way, in order to ensure the conservation of biological diversity.

Objective 8 . By 2020, pollution, including that caused by excess nutrients, is reduced to a level that does not adversely affect ecosystem functions and biological diversity.

Objective 9 . By 2020, invasive alien species and pathways of introduction are identified and prioritized, priority species are controlled or eradicated, and measures are in place to manage pathways to prevent introduction and establishment of these species.

Objective 10 . By 2015, the many anthropogenic pressures on coral reefs and other vulnerable marine and coastal ecosystems affected by climate change or ocean acidification are reduced to a minimum, in order to preserve their integrity and functioning.

Strategic Goal C

Improve the state of biological diversity by safeguarding ecosystems, species and genetic diversity.

Objective 11 . By 2020, at least 17% of terrestrial and inland water areas and 10% of marine and coastal areas, including areas that are particularly important for biological diversity and ecosystem services, are conserved through ecologically representative and well-connected networks of effectively and equitably managed protected areas and other effective area-based conservation measures, and integrated across the landscape and seascape.

Objective 12 . By 2020, the extinction of known threatened species is averted and their conservation status, especially of those most in decline, is improved and maintained. 

Objective 13 . By 2020, the genetic diversity of crops, livestock and domestic animals and poor relatives, including that of other species of socio-economic or cultural value, is maintained, and strategies are developed and implemented to minimize genetic erosion and safeguard their genetic diversity.

Strategic Goal D

Strengthen the benefits to all of biodiversity and ecosystem services.

Objective 14 . By 2020, ecosystems that provide essential services, in particular water and contribute to health, livelihoods and well-being, are restored and safeguarded, taking into account the needs of women, indigenous communities and local communities, and poor and vulnerable populations.

Objective 15 . By 2020, the resilience of ecosystems and the contribution of biological diversity to carbon stocks are improved, thanks to conservation and restoration measures, including the restoration of at least 15% of degraded ecosystems, thus contributing to the mitigating and adapting to climate change, as well as combating desertification.

Objective 16 . By 2015, the Nagoya Protocol on Access to Genetic Resources and the Fair and Equitable Sharing of Benefits Arising from their Utilization is in force and operational, in accordance with national legislation.  

Strategic Goal E

Strengthen implementation through participatory planning, knowledge management and capacity building.

Objective 17 . By 2015, all Parties have developed and adopted as a policy instrument, and started to implement an effective, participatory and updated national biodiversity strategy and action plan.

Objective 18 . By 2020, traditional knowledge, innovations and practices of indigenous and local communities relevant to the conservation and sustainable use of biological diversity, as well as their customary sustainable use, are respected, subject to the provisions of national legislation and applicable international obligations, and are fully integrated and taken into account in the implementation of the Convention, with the full and effective participation of indigenous and local communities, at all relevant levels.

Objective 19 . By 2020, the knowledge, science base and technologies associated with biological diversity, its values, functioning, status and trends, and the consequences of its loss, are improved, widely shared and transferred, and applied .

Objective 20 . By 2020 at the latest, the mobilization of the financial resources necessary for the effective implementation of the Strategic Plan for Biodiversity 2011-2020 from all sources and in accordance with the consolidated and agreed mechanism of the Resource Mobilization Strategy, will have increased significantly from current levels. This target will be subject to modifications depending on the assessments of resource needs that the Parties must carry out and report.
